The National University of Educational Planning and Administration (NUEPA)
established by the Ministry of Human Resource Development, Government of
India is a premier institute of higher learning dealing with capacity
building and research in planning and management of education not only in
India but also in South Asia. It acquired the status of the university
on August 11, 2006. Like any Central University, NUEPA is fully
maintained by the Government of India. It continues to perform its earlier
role of capacity building both at national & international levels. Besides,
it has now introduced new programmes like M. Phil., Ph. D. and
Post-Doctoral in
Educational Planning and Administration. Currently, the University has identified
a number of research areas related to education in general and planning and
administration in particular. Some of the broad areas are like
Educational Planning; Educational Management; Educational Finance; Educational Policy; School Education; Technical Education; Comparative Education; Gender Issues in Education; Equity and Inclusion in Education; Educational Management Information System; Literacy and Non-Formal Education;
Higher Education; Teacher Education; Education and Globalization; Education of the Minorities;
etc.
Besides,
the University continues to engage itself in research and policy analysis of
major national educational development concerns. In view of the expanding
activities of the University and its inter-disciplinary approach to research
and capacity building, the University is looking forward to the association of eminent scholars
engaged in research or teaching or administration for advancing the base of its teaching and research programmes. Currently, the
University has a provision of four such positions. The duration of
the Fellowship may range from two to three years depending upon the nature of
assignment at NUEPA.
The
specific Terms of Reference governing the Fellowship are given as under:
1.
For the serving professionals, protection of the salary in the parent
department along with leave salary, family pension contribution, etc. and
deputation allowance.
2.
In case of retired/foreign professional,
emoluments will be decided by the University on case to case basis
irrespective of any other superannuating benefits etc. drawn by the
concerned professional.
3.
Since NUEPA does not have residential facilities either in the form of
Quarter or hostel, Fellows will be reimbursed HRA as per the rules of NUEPA.
4.
Residence at Delhi is compulsory during the Fellowship tenure with
entitlement to leave as applicable to the NUEPA faculty. Every Fellow will
be expected to submit a monograph to the University on the completion of
his/her term. The University will have the copyright on its
publication so that the findings of the research done in the University are
made accessible to a larger audience.

Every Fellow, besides working for his/her project is also expected to engage
in M. Phil. and Ph. D. Programmes, training activities of NUEPA and also in
discussions, seminars, symposium, workshops, etc. organized by the
University from time to time and contribute to the overall academic life of
the University.
6.
At the time of joining NUEPA as Fellow of the National University,
outstation scholars will be paid travel expenses by apex fare in a national
career. The same would apply when a Fellow leaves the University at
the end of the Fellowship. Besides, telephone, internet, medical
facilities, etc. will be provided to the Fellow as per the rules of the
University.
7.
In case of field work involved in the project undertaken by the National
Fellow, the University will bear the expenditure as per NUEPA rules.
However, daily allowance may not be permissible if the Fellow decides to
work in his/her hometown for the purpose of field study.
