Educational development in India is characterized by swinging
emphasis between primary and higher education; secondary education
has been a mute witness to the gross neglect. Time has come to
recognize the seminal importance of secondary education that is
expected to absorb the push due to success in elementary education,
and pull from higher education for enhancing the current rate of
enrolment of only 6% of the concerned age group. |

This book is primarily the outcome of the national seminar on Focus:
Secondary Education organized by NIEPA, to draw attention of the
policy makers and planners in education towards secondary education.
The issue was important enough to involve the Minister for Human
Resource Development, Member (Education) of Planning Commission,
Union Education Secretary, Heads of major national institutions, and
others. It is this historic conference where the Union Minister of
Human Resource Development announced the government intention of
universalisation of secondary education by 2015, which drew national
attention in the debates in the Parliament. |

The book has been organized into a few thematic areas dealing with
issues in perspectives of development in secondary education,
management of quality, school-based management and administrative
reforms, financing of secondary education, and capacity building.
Each section contains number of chapters contributed by various
authors. Importantly, each section is led by a chapter that was
specially commissioned to an eminent educationist and specialist in
the concerned area. Such contributions have been topped by a chapter
on secondary education: challenges ahead by the editor. |

The book, indeed, reflects the collective wisdom of the country so
far as secondary education is concerned. It does not stop at the
analysis of the current situation; it takes a well calculated flight
into the future with the primary objective of drawing attention of
the educational planners, policymakers and administrators to be
better prepared for the massive developments that will shortly be
knocking at the doors of secondary education, or risk the nation. |
