Governance of Indian Education stands on four pillars, namely education policy, educational planning, educational administration comprising legal provisions, statutes and acts, and educational management. The 42nd Constitutional Amendment has made education a shared responsibility between the Union and State governments. It is largely the domain of the state except in case of controversy where union government enjoys greater say. All the states and union territories govern education in their own respective ways.

 

Studies on Educational Administration in all the states and union territories has been completed of which 26 studies have been published and others are in the process of publication. These studies indicate State of Art of different aspects of educational administration. This publication “Governance of School Education in India” is based on the comparative analysis of different aspects of educational administration in 26 states and UTs. It brings together significant contributions from the educationists, experts, planners and professionals.

 

Based on expert analysis of rules, statutes, programmes, that constitute different areas of educational governance, the book argues for major shift in educational governance to cope with the demands of the 21st century. Arguments are in favour of increasing decentralized multi-layer policy making from indicative policies at the national level to more prescriptive policies at local level; introducing orbital model of planning with social and individual goals of education as core of planning and a host of other management structures and processes including progressive movement towards school-based management. The book also highlights a strong working multi-layer structure and mechanism for grievance redressal and steadily moving towards management of quality of education.

 

The main aspects of educational administration which have been covered by the book include governance of school education in retrospect, educational system, legal management, educational policy and programmes, organization and administration of education, role of local bodies, private efforts and community in education, educational programmes for the disadvantaged groups, the system of personnel management, financial management and information management, the process of educational planning, inspection and supervision, institutional planning and management, academic support system and  governance of education: proposed reforms.
